In the long shots of The Stephen's kitchen, the new staircase looks great in the background. However, on closer examination, you can see it for the fake, flat, unusable set decoration that it is.
As the seasons went on, they seemed to get a little less careful about filming the staircase.
The shots below are interesting. On occasion, the actors would enter, or exit, the shot using the staircase. They would stand or climb along the few real stairs that are there. The camera would always cut away, or move to keep the illusion.
The Here's Lucy set in 1968 also featured a secondary, kitchen staircase,

Alot of older homes had a back kitchen stairway .
My gut feeling is that they were intended for the "help".
